ENVIRONMENTALLY CONSCIOUS DRUG USERS AND DEALERS

Most drug users and dealers seem to keep drugs in plastic baggies, glad bags, zip lock bags, what have you.  These are not biodegradable.  Perhaps before purchasing drugs the dealer should be made to ask paper or plastic? Or better yet, to only use recyclable bags.  And perhaps the environmentally conscious drug user or dealer who is caught should be able to use as mitigation, or for a downward departure, or for a waiver of the minimum-mandatory, that the bags used were in fact recyclable.
